Chinese coal consumption is far higher than had been previously estimated, according to new government figures reported by the New York Times: “Even for a country of China’s size and opacity, the scale of the correction is immense. China has been consuming as much as 17 percent more coal each year than reported, according to the new government figures. By some initial estimates, that could translate to almost a billion more tons of carbon dioxide released into the atmosphere annually in recent years, more than all of Germany emits from fossil fuels.”

But what about Paris? The new data could complicate upcoming international climate talks, as skeptics had already worried about China’s transparency and willingness to follow through on its promises. Paul Bledsoe, a former Clinton White House aide on climate, told ME: “This clearly provides fodder for Republican critics who’ve claimed China is gaming the Administration regarding its emissions pledges, but the practical effect will be to further strengthen the emissions monitoring and verification rules that emerge from the Paris negotiations.”

“Carbon capture and storage is critical not only for low-emissions use of coal and natural gas, but for enhanced oil recovery, so removing it would be profoundly short-sighted,” said Paul Bledsoe, a former Clinton administration climate official and now a senior fellow at the German Marshall Fund. “I hope this is not a case where excessive legalistic precaution trumps a sensible policy priority.”
